If I understand correctly what you mean, yes
I highly doubt this is possible. You can make a 'look-a-like' of something but you cant bring something from the sims 2 into the sims 3.
You can find custom content on various third-party websites, or by downloading pre-made Sims with custom content from the Sims 3 Exchange.
There are Sims 3 custom worlds, and you can find them on a variety of websites in the Internet.

This is how to add custom music if you play sims 3 on a pc: Go to: My Computer>(the drive you installed Sims to)>Program Files>Electronic Arts> The Sims 3>GameData>Shared>NonPackaged>CustomMusic and drop files into this folder. They then should play on your sims' stereo, under custom music :)

You cant, at all in sims 3, but in sims 1 and 2 you can get a tattoo if you are playing on xbox, but they arnt custom tattoos with ambitions you can.go to cas and make a sim with them,go to the spa or th salon.
