I would say yes, i have been experimenting with make-up and hair. One of my experiments was if you could put eyeshadow in lipbalms or lipgloss. It depends on the eyeshadow as well. Alot of eyeshadows have chemicals in them which is what makes them the bright colors, etc. But i would be careful with what kind of eyeshadow you put in your lipbalm :)
You could, but I'm not sure why you would want to - if you like the colour of the blush for an eye shadow then just use the blush as an eye shadow, there is no reason to mix it with lip balm. Mixing with lip balm could clog-up the eye shadow making a mess, and potentially clog-up your skin.
