Yes the iPad can be used to make calls using apps such as iCall. (See links below) I think this app is just like mobilevoip. I don't really think it can work really like a phone. I mean it may not allow you to make calls from your SIM card. Or is there anybody who has made calls with their carrier provider SIM services right from the ipad using the iCall app?
you can only make phone calls from a tablet or ipad after you download one of the 100's of apps they have online for free sms because usually it also has a feature to make a free call i recomend viber you can find it on google play i really works but the catch is whoever you call also must have it as well.
