Yes, you can. But marriages are not permitted during Great Lent, and at certain other times, such as during the Dormition Fast (between 1-15 August), or during part of the Advent Fast (between 13 December and Christmas Day) or on strict fasting days, such as 5 January (Eve of Theophany) and 29 August (Beheading of St John) and 14 September (Holy Cross day). It is best to speak with your local priest or bishop in case there are any other dates that might apply to your diocese.
I see no reason why you could not marry on all saints day, however if you are of Catholic faith you may check with your Priest. I feel like the calandar that we use today to observe the birth of Christ has never been proven to be in line with the biblical times. This is my personal opinion. I am a non-denomational Evangelist.
I highly doubt it. The reason being is that All Souls Day in the Catholic Church is a day of Solemnity where we pray for our departed beloved to follow the Lord to everlasting life and for God to have mercy on the souls of our departed. Since a wedding is a joyous occasion, having a wedding on All Souls Day seems to be inappropriate. Having a wedding the day after or a couple of days after All Souls Day, would be no problem. You must discuss any wedding plans with a Catholic priest at your local Catholic church or maybe a friend of yours is a priest to discuss how you are to be married in the Catholic Church and what days would be appropriate to hold the celebration.
