Nope, unless the creator used a Creative Commons-Attribution 3.0 license for their YouTube video, you will not be able to use their video. Even if the creator says you can reuse their video with credit, you need to make sure their video is set to Creative Commons on YouTube or else your account will still get in trouble. The only guaranteed way to use content somebody else created without penalty is if you get permission from them to use it.
