No. If they are taken out of water or there is a change in the water parameters the ova will die. (I very much doubt if you would be able to see Neon Tetra ova with the naked eye.)
Neon Tetras are egg layers/scatterers and do not have babies. They can spawn every two weeks when conditions are right and they are also in breeding condition. They lay hundreds of adhesive eggs when they spawn.

yes you can move them we have a pond full of 60 fish all shapes and sizes. we have to move the fish eggs as the other fish will eat them otherwish. i would move them if you have other fish with them as they may eat them and depending on how big the other fish are, when they are born they may be to small so be eaten again. hope this helps its safe to move them xx
needle fish will certainly not work well with neon's, they will murder the neon's

The only way to relocate Angelfish eggs is to move whatever the eggs were laid on. Removing(scrapeing) the eggs from where the fish laid them will result in the death of the eggs. HTH
