Mark the property line with wooden stakes with red ribbons at the top and take some photos that show the fence encroaching over the property line. Notify the neighbor in a polite and friendly letter sent by certified mail, enclose a photo and make certain you keep a copy and the green card. Ask them nicely to remove the fence. Remember that the letter may be used later in court as evidence so make yourself look good by being polite, explaining the problem clearly and that you are requesting they move the fence off your property. Give them a definite time period to remove the fence, say . . . 30 days. If that doesn't work you will need to have them notified by an attorney. If that doesn't work you will need to bring the matter to court and obtain a court order. You should do this ASAP before they gain any rights.

Tom Sawyer had painting fences down to a science. He made it seem like an art - something only a few gifted individuals could achieve. Before he knew it, more people wanted to paint his fence than he could handle. If you’re like Tom Sawyer, you won’t have to worry about painting your fence. For the rest of us, the occasional need to paint that long fence will arise. Fence painting, however, is not as horrible of an undertaking as most make it out to be. Gather the following before you begin: Good quality outdoor paint, good quality 4 inch paint brush, good quality 1 inch brush (or angled/cutting brush), whisk broom, cloth, work gloves, rubber gloves, and warm water. Once all materials have been gathered, the fence is ready for paint. Begin by washing the fence with warm water and a cloth. This removes the dust, dirt, and grime that gathers on the fence between painting. It is also advised, although not essential, that the fence be power washed and/or sanded. This allows the paint to stick better to the fence and prevents flaking. Check for insect damage, and exterminate pests as you find them. If damage is extensive, replacement of the damaged fencing should be considered. When ready for painting, be sure to select high-grade paintbrushes. While it is a fence and not your dining room table, there is still some degree of carefulness that must be applied. It is also advisable that you don’t paint in direct sunlight. When painting, paint with the grain and paint one section at a time. Start at the top of the fence and work towards the bottom, paying close attention to intersections of boards, sharp angles, and corners. Use your smaller brush to get better coverage in cracks and crevasses in the wood, as well as at the convergence of two pieces of wood. Once finished with the detail wood and one side, go back around to where you started and paint the other side, going over the detail work again if necessary. Upon completion, allow the coat to dry and evaluate the paint later. Use this information to make a determination about whether or not another coat is needed. Note: A small roller can be used in replacement of the larger brush in most cases.
