A ROM in general is .. well the file of the game. You need to put it on an emulator, like VBA, or download it on to a cartridge to work it.
sorry, but you cant put a game maker game on a DVD because a DVD is for video and audio files, so if you want to put it on a disc you need to put it on a CD-ROM.

if you are thinking of R4DS cards you put an NDS ROM on it and you can play the game you put onyou can get real game roms from the internet or you can make your own with ds game maker

DVD is the same as DVD ROM, i think? either that or it means the drive you put the DVD/CD in. the drive is where you put the disks, (for all of you cave men). SO EITHER dvd MEANS DVD ROM or ROM is where you put the dvd
Actually, you can! sort of. It requires a special game card that plays roms on it, which requires a special device to put the roms onto it. I believe it can even overwrite a normal game card, but that I am not sure of.
