Depending on your definition of 'weapon' everyone owns a weapon.

I think its 13. It depends on when you're parents think you're old enough. However, legally speaking, you have to be 18 to own swords, knives, rifles, shotguns, etc., and 21 for handguns.
You don't ever craft your own weapon, as such. Some missions make you find four components of a weapon, and then the 'completed' weapon is given as a reward. But this weapon is simply drawn from the usual random loot table just like any other weapon.

As long as you are the owner of the weapon and the weapon is not around her then it is ok for you to own the weapon. If it is in reach of her or anywhere that she can get to the powder, rounds or weapon then she can be charged. It is my advice to keep the weapon at a friends house or other family members house or sell it so that she is safe.
