Fourth Generation fighters can be sold to civilian customers, although I can't say for certain about the F-16 specifically, whether or not any have been released. To the best of my knowledge, the only Gen 4 fighters to be denied resale are the F-14 Tomcats.
Before being sold on a commercial market, the aircraft are demilitarised - a process during which sensitive systems and weapons hardpoints will be removed.
