You can paint a floor with anything, but it doesn't mean it is a good idea.
Most paint manufacturing companies make several lines of "porch & floor enamel" (see note below) specifically designed for the amount of foot traffic a floor will get.
These come in both water (latex & acrylic) base and oil base.
Oil based paints are becoming more and more difficult to obtain in many areas as the paint itself is environmentally questionable.
Manufacturer are working diligently to come up with water based paints that have better durability, and there are a number of excellent examples out there.
Talk to the sales staff in a reputable paint retail store, and ask questions about durability, warranty, environmental concerns, ease of application/clean-up, and how to dispose of the left over paint.
Note: The term enamel refers to the hardness level of the paint finish when dry, not the compounds of which it is made. Generally speaking, the high the "gloss" factor the hard the paint.
You can, just make sure you scuff the coating up cause when you put a coating on a glossy surface it has nothing to adhere too. It's like painting a glass window; it will just slide off.
oil based
go to your local lowes and purchase a prodcut called goo off (oil based) or lift off (oil Based) and depending on what type of flooring we are talking about, if it's oil just use mineral spirits.
There are some water based coatings that will adhere to an oil based surface without using a primer; however, an oil or acrylic-based primer, used as a bridge, will allow you to paint latex over an oil-base paint trouble free.
You can but it wont last, you will have a bigger peeling mess.
Mineral oil is not used to remove paint. Mineral spirits is used to thin and cleanup oil based paints, however it will not affect the paint once it has dried. Remove dried oil based paint by scraping or use lacquer thinner to soften the paint so that it can be removed.
Yes, you can.
The paint that should be used on a gym floor is an oil based paint. This paint adheres best to the surface and lasts a long time.
Paint thinner will take off the oil based paint, but first test it in a corner to ensure it will not damage the face. Glazed tile shouldn't be damaged from paint thinner, but you would want to be sure.
oil based
Yes. Clean and degloss the oil based paint, apply an oil based primer, then apply the water based paint.

Because paint thinner is also oil based and water is not.
All you need is good preparations: sanding and degreasing.
You can remove oil paint from ceramic floor tile by using paint thinner. Wet a soft cloth with paint thinner and rub it over the paint stain until it is removed.
