Painting on a glazed surface can be very difficult because it is no longer porous. Most oil pants and water colors require a non water resistant surface, and a glazed plate would not allow the paint to bond with it.
When painting a ceramic plate one may need to cover it with a special coating in addition to the paint. One may also just need to bake the plate in the oven depending on the type of paint used.
There is no paint that won't wear off soon in this application. The best you could get would be an epoxy paint,and even that won't last long. -That's why they do floors with tile !

You can paint anything, as for glaze I would suggest a glazed sealer, it will make the stone or slate shine plus water proof the cement, slate or stone

I recommend using Paint & varnish remover, They will probably be the most effective at removing the paint.
White china will normally have a glazed surface that will not absorb the paint. It will therefore wash of with a solvent or once dry may be removed by careful scraping with a plastic knife.
