You can sue anyone or any organization, public or private. Whether or not you will actually have a case is the real question. That depends on what you are sueing for. If they breached a contract, you will have a case, but even then, legal fees are high and it is likely you will have to settle out of court, or just completely drop the case if you can't pay the bills.
