Though I have never tried this, it has been suggested that killing your current steward would allow you to replace them. There might be a way of doing it with console commands where you could come out with everyone alive by using "kill", setting your follower to be steward and then resurrecting the old steward. But again, I haven't tried this.
If you actually meant housecarl, the answer is no (as far as I know) because each one is assigned by the game to the house in their origin hold.
