It downloads all those folders and files of that game that is needed for it to be installed. So while it is downloading just pictures of the back grounds for the menues at 2 mb/s where if its huge folder like game graphics and software it is a big file and it will download as fast as it can without messing up at the speed your internet will let you which in your case is 500kb
