If you are referring to Super Mario 64 on the console, I'm afraid it's impossible.
There is absolutely no way to unlock Luigi in Super Mario 64, although there is the concern of the faded writing on the plate in the haunted garden section of Peach's Castle the reads, "Luigi is real "unreadable numbers"" but so far, Luigi has yet to be seen in Super Mario 64 as a playable character or an NPC.
