Unfortunately, you can not play as Bowser in Super Mario 64 N64, or Super Mario 64 DS.
But, you can play as Bowser in Super Smash Bros. Brawl Wii, and in Super Smash Bros. Melee

∙ 13y agoYou can't, it's an uban myth. The only way you could possibly play as Luigi is if you're using a modded version of the game on an emulator, but don't do that because computer emulation is illegal.

In the Japanese Super Mario Bros. 2 (also known as The Lost Levels), you can choose a character on the title screen by pressing Select.
In the American Super Mario Bros. 2 (also known as Super Mario USA), you can choose a character before each level. Luigi's main strength here is that he can jump much higher than anyone else, and can fall more slowly too.
