As far as I think NO u cant play it on ATI 9550 because Assasin creed requires pixel shader model 3.0 whereas ATI 9550 only supports pixel shader 2.0. I also have this card but I couldn't play it .
It really all depends on the rest of your system's hardware as well as how much dedicated RAM your video card actually has. Assassin's Creed II's specs are as follows:
