A writer for Bethesda Studios was interviewed about this exact same question. He replied to them that all of the Fallout series writers agreed that there are just too many strong decisions that your character can make in Fallout New Vegas that it would be too much of a hassle and time consuming to create an add on for the game that keeps it going. In a way it makes sense if you have beat the game.
