Yes, if they both have Live or one is a guest.
To play Halo Reach with a guest on Xbox Live, one person must have an Xbox Live gold membership. The second person has to sign in under the guest profile (you can have up to three guests per profile)
You can't only 1 person can play on xbox live at any time on the same xbox
Well, you have to first buy and membership. You can find them at like target or gamestop. Then once you have sign up your membership on your xbox you can sign yourself in to xbox live. If you have another player that's playing on your xbox with you you can sign them into guest live. Only two people can play live on the same xbox with halo reach.
No guest can be allowed to join in xbox live, but if you to want to play splitscreen that is possilble by going to Multiplayer: then Splitscreen ~ Koolface

2 people can't play on Xbox Live but on the campaign you just pick "Xbox Guide" button and sign in normally as the second guest then pick to play "Co-op"
You can no longer play original Xbox games on Xbox Live.
Well, considering such things are used when a person has their Xbox Live profile signed in first of all. And then the other person that wants to be on split-screen, and wants to play with them etc., uses another controller and signs-in as 'guest'.
You can play it while signed into xbox live, but you cant play with other people through xbox live on oblivion.
