When you cannot open the glove box of your 1999 Pontiac Montana with the key you may have a broken key lock. You can change these locks out with aftermarket key locks which are available.

Rotate the Black handle Clockwise, it will make a noise. And then Gently pull. Turning it CCW will lock the door, and then it must be unlocked, by the Key or Automatic-Locks before it can be opened. If you look close these instructions are on the black handle.

Yes, go get power lock actuators and mount them on the inside of the door panel and connect them up to the door lock rods that are already there for manually locking and unlocking them ... the actuator kit should have instructions and you are going to have to get a set for each door
Remove the power locks and windows fuse you will loose power for your windows also
It is the same fuse labeled for the door locks, "DR UNLK"
