Yes you can. A more appropriate question might be will paint adhere over a powder coated surface? I would lightly sand the surface, wipe with a solvent, and apply one or two coats of a good quality paint (I would use an oil based paint, but others should work fine.)

What is back ionisation?

Electrons which have not attached themselves to powder particles also travel in the air stream and along the electrostatic field lines to the item being coated. This is because it is grounded. The unattached electrons are attracted to the component together with the powder particles where they build up because of the isolating layer of the already deposited powder particles. If too many charges with the same polarity are deposited on the workpiece, the electrostatic force between the individual particles becomes so strong, that they repell each other and get pushed away from the surface. This is called back ionisation. Back ionisation causes discharges within the powder coat itself and also makes it difficult to coat complex shapes. Additionally, back ionisation causes the powder coat to be uneven and when stoved, the finished surface looks like orange peel.

Can you paint over powder coating?

Yes you can. However you need to be prepare the initial powder film for optimum adhesion required by the paint. One of the common processes to prepare is to buff or sand paper the surface (the initial powder coated fim) and then use the paint. In term sof chemistry PVDF, PU etc are good options for paints over powder coatings. Deepak Creating a good profile for the paint to adhere to is essential. 80 grit sandpaper or scotchbrite will create a good surface for paint to adhere to.

Can you power coat over bondo?

I think you mean "powder coat" which an electrostatic process, meaning that the metal object acts as an electrical terminal in the process. Based on this, I would say you can't powder coat over a metal item with bondo on it. The powder will not "stick" to the bondo, only to the metal.See http:/en.wikipedia.org/wiki/Powder_coating
