Most domestic well pumps have alternating current motors which either have a single combined 'start and run' capacitor or two separate capacitors, one for 'start' and the other for 'run'. If a capacitor fails the motor will either not start properly or won't run properly (or won't do either). Almost every town has an electric parts shop where you can buy new capacitors and test your old ones.

Start and run capacitors are normally used in AC motors to aid in starting and running efficiency. Both capacitors are wired in series with the start winding of the motor. The reason they are not both called start capacitors is that the start capacitor gives the motor more torque to overcome the fact that it is at standstill, and then automatically disconnects itself from the circuit. The run capacitor gives the motor better running efficiency and remains part of the circuit, it is therefore called the run capacitor. Three phase motors are able to start more effectively due to the nature of three phase power. These capacitors will likely be found in single phase AC motors. This is because a single phase AC source rises and falls from zero, in a three phase source the second phase sine wave starts going upward before the first phase wave has a chance to fall completely to zero. Thus a three phase motor spends more time per cycle at its rated voltage than the single phase motor, and has an easier time starting instantaneously.

One of your capacitors in the fan is not operating. I had the same problem. If you still have the high speed working on the fan there is a work around. If it is the high speed capacitor that is gone, take the fan apart and use one of the other capacitors to replace it. Use one that is closest to the rating of the high speed capacitor. In the high speed run the fan will not be using the internal fan capacitors for the lower speeds, so cap the wires off with wire nuts that come from the fan motor to the capacitors. Move the connections around until you get the high speed position to work. This work around requires that there is a wall switch that operates the fan. A Lutron model number DVFSQ-F will work very well with the fan. There is a toggle on the right side of the switch that selects the speed, low, medium and high speed. Depending on the position of the slider switch, that is the speed the fan will start in. The new fan switch is wired just like an ordinary light switch.
Motors that use capacitors are single-phase AC motors. The capacitor is used to "start-and-run" the motor. The capacitor is wired between the incoming hot service wire and the "start-and-run" terminal of the motor. The other terminal of the motor is connected to the outgoing neutral service wire. These capacitors are designed to run on AC (two DC capacitors back-to-back) so It doesn't make a difference which way round the two terminals are wired. If the case is metal it is usually grounded to the ground wire. Some motor "start and run" capacitors are plastic-cased so don't need any ground wire.

I am saying this since you might end up swaping the start and run capacitors although the run capacitor is usually smaller then the start. However this swapping can be advantageous since it mean slightly increased running talk for the motor.
