If it is the right size, then yes. But why would you want to do that? if the slot is meant for a 20 amp fuse then most likely there will be more than 10 amps running through it and it will blow almost imediately
Check the back of the fuse panel to make sure your putting the proper fuse in. But do NOT put a fuse to big in. So if your fuse panel calls for a 15 amp fuse, replace with 15 amp fuse.
NO! The circuit wiring is protected by that 3.15 amp fuse. Put a 5 amp fuse in the circuit and the wiring may overheat and cause a fire. Never over-fuse any circuit even in an emergency.
