if you put 2 male batta or Siamese fighting fish the will just fight or fight to the death but a female and males are alright together and soo are 2 females. its just the males are super aggressive.
Provided the tank is large enough (1 " of fish needs 1 gallon of water) so allow 1.5 gals per fish and there are sufficient plants and hidey holes for them to take cover in if they are picking on one another, you can keep a few female Betta splendens together. In my experience groups of more than 5 seem to get along OK without any one particular fish being picked on.
