Alcohol tends to dry the tissue out and is very hard on the new skin cells we are trying to develop. Hydrogen Peroxide generates oxygen when it comes into contact with certain materials and body matter, this can make the tissue that is forming very fragile and make it prone to needless damage. Ultimately just plain old soap and water will do what needs to be done with little risk to the piercing so long as it is rinsed away after cleaning.
No. You can not pierce it with alcohol. You can use peroxide to clean the needle and the area to get the germs off. Then you pierce it. But I wouldn't pierce it on your own. You can die from doing it wrong. Such as -- Piercing your insides.

It may be. It could also just be the metal in the ring turning black and staining your skin. My advice, take that ring out and put in a gold or sterling silver ring!
