Im not really sure about swimming..but i knew you can get a perm with almost any hair type...it just takes more time to do. And NO to the highlights. because they have to wash the hair color out of your hair it isnt a very bright idea to do that. you need to wait 48 hours after you get your initial perm until you get your hair wet at all. So wait 2 days to get your highlights or you will regret it. If you go into your hair care professional they can answer your questions more specifically.
