Hydrating lip balm is lip balm that will hydrate your lips when you put it on. A common misconception, however, is that hydrating lip balm is lip balm that can also be used to hydrate yourself. This has led to many people having sour tastes in their mouth and being no more hydrated than when they started, therefore it's not recommended to use it for this latter purpose.
They serve different purposes. Lip balm is used to soothe and soften lips, while lip gloss is used to give lips color and shine. One is medicinal and the other is cosmetic. Some people wear lip gloss over lib balm but depending on your lip balm/gloss this may or may not work. You can also get lip balm that is tinted which can give you a subtle gloss effect.
