Peroxide oxidizes your hair, turning all hair colors whiter.

Yes for lemon juice, no for peroxide. I wouldn't recommend either though. Peroxide really damages your hair.

When I get my hair bleached, my hairstylist puts a toner on my hair while it's wet.

You can go to a salon and ask for "lowlights". Lowlights are a darker color dye used to give your hair color dimension, and break up a flat solid color tone.

you need to bleach it first then get some bright blue hair dye and put in it after you bleached it and dryed it
