If a hamster is healthy, and it's diet is proper and its surrounds are kept clean, it will keep itself clean. Forget the baking powder as far as applying it to the critter. If you want to put a bit in the bottom of the cage as an odor killer, have at it. Just be sure the shavings or cage litter you use cover it up.

I am fostering four 4 week old babies now and once a day I go in with a warm washcloth and make sure they are clean. (you should not smell anything nasty...)
