In some cases, yes, in some, no. The Army tends to be a bit fickle about this (although I can't speak for other branches). The Army is less willing to reenlist a service member who received an OTH from the Army than they are to reenlist a service member who received an OTR from a different branch.
Strange as the Army is, if your OTH had come from the Air Force, Navy, Marines, or Coast Guard, there'd be a possibility that you could be waivered back in. However, with an OTH from the Army, they don't want to take you back in. If you want back in, you'll have to try and appeal the nature of your discharge.
It is possible, but a bit unlikely, given the current state of the US Military and its efforts to downsize. If you received an OTH from the Army, the Army won't let you back in - either as a regular or in any reserve component. If you received an OTH from another branch of service, they might be willing to work with you. Most RE3 and all RE4 reentry codes will require a waiver.

If all else is good (records, health, age, etc.) it's done all the time. Even leaving one service and joining another one is common (being honorably discharged from the Navy and joining the Air Force for example); and it all counts for the "20" (twenty years service retirement).
