Under normal circumstances Forge is not available in Halo 2.
There is a mod available online that allows for you to play in a dumbed down "Forge" mode. Or on the Vista version it's possible to edit map layouts and create custom maps (and anything else including weapons, vehicles, character models).. Given you have the software and knowledge to do so.

Then you have to get a net work cable and connect you computer to the xbox(there is a network port on the back of the xbox and on the back of the PC) and then you just drag and drop the mod on the xbox's hard drive and halo should recognise it and let you play forge.
