In order to catch Suicune, you must have chosen Charmander as your starter. After you beat the Elite Four, Suicune will appear randomly. You will then be able to track it on your pokedex. Flying to the location WILL NOT WORK. No, not even if you try really, really hard. You are not an exception. Track it on foot, and you will eventually end up on the same route as it. Make sure you have a Pokemon that knows Mean Look or has the Arena Trap ability, for Suicune WILL run away at its first opportunity.

You can't catch charmander. You have to receive it as a starter in Red, Green, Blue, FireRed or Leafgreen or get it from the person in Pokemon yellow. Whether or not it's shiny is up to luck. Chances are really low, though, so good luck.
