You can rescue Ross and Garcia and have certain characters talk to them to recruit them...

Then Nelmi fights by your side, and she can talk to Colm to recruit him...

Artur joins you after that, and by visiting a certain village in the same chapter, you recruit Lute...

Natasha joins you after that, and she can talk to Joshua to recruit him...

Then Ephraim, Kyle, Forde, and Orson are playable characters...

A while later, you can recruit Amelia and Tana...

Then you can recruit Innes, Tethys, Gerik, and Marisa...

Or Cormag and Duessel if you went with Ephraim.

Then you recruit L'Arachel and Dolza on either route...

Then after you're done everything you can to into the Tower of Valni and Lagdou Ruins to recruit Caellach, Orson, Riev, Ismaire, Selena, Glen, Hayden, Valter, Fado, and Lyon.

No, you can not recruit monsters to be on your team. If you use a control enemy glitch, you can take their weapons and make them attack though. Unfortunately, they can't join your team.
