The only way you can redo a quest is if you make a save before you do it, This way once you finish the guest you can just load your save. :)
You can't unless you restart the game. It has autosave so it will save were you are at so if you want to redo a mission you have to restart the whole game.
Go to jail, pay them off or try to complete missions with a bounty. (Which is near impossible)

In the Elder Scrolls: Skyrim, with no DLC, there is one (dragon). The Dawnguard DLC adds two more (blood and sun), bringing the total to 3. You may be able to find more, but they won't be relevant until the next DLC involving them comes out.

It depends on your own choice, if you want to fight dragons, complete missions and cast spells go for Skyrim. If you want to assassinate guards, explore Rome and Italy or shoot cannons go for Assassins Creed. Personally I enjoy both but Skyrim does get a bit boring further into the game, but I could also say the same for Assassins Creed. It really depends on what you like.
