The Thalmor never formally attack Skyrim, no. Their attacks were mostly against Cyrodiil and Hammerfell, the attacks against the fomer ceasing after the signing of the White-Gold Concordant, and failing against the latter. Since then, the Thalmor have sent people into Skyrim to make sure the terms of the Condordant (especially outlawing the worship of Talos) is being observed in that imperial province.
yes you can but i wouldn't as you can get a scroll that can not be found anywhere else and you cant get it as a spell so i would stay there and get the scroll from the thalmor wizard
If you're referring to the Altmer on the loading screen wielding the Daedric sword, he's wearing Hooded Thalmor Robes (ID 0010C698), Thalmor Gloves (ID 00065BB3) and Thalmor Boots (ID 00065BAC).
