PILOT's license, or DRIVER's license?? You can pilot an aircraft with a suspended drivers license. One has nothing to do with the other. You cannot fly with a suspended pilot's license or you are in violation of FEDERAL law.

You could always go to another state. Tell them that you have not ever had a driving ID and get a permit, wait 180 days and then take your driving test and you will have a new one. The only reason they ask for your social is just to verify with SSA that you are giving them all your correct information such as birth date, social, and name. If they do not have your driving ID number then their is no way for them to know that you have one in another state.
