If only the odometer is going blank, the cluster assembly is failing.
If the Chrysler Sebring won't start after going through a puddle, the problem is probably that the starter relay switch got wet. This is not a common thing but if the starter relay was bad to begin with, moisture will make the problem worse. The starter relay is located on the starter.
Look for two coolant lines going into the firewall. That's where your heater core is located.
it is located on the passenger side wheel well...it has 4 hoses attached 2 going into the heater core and 2 going into the engine...simply disconnect the hoses and replace with new heater valve

your heater core (the little wire coil box behind the dash that is the heat source for your hot air) is probably broken, other times it just needs to be cleaned out because the screen is plugged with crap. probably going to have to have a mechanic look at it.
Check the heater core, it is probably bad. It could be heater hose connections to the heater core, but I would bet on the heater core going bad.

The heater core can only be accessed by removing the dash and HVAC housing.
it can if it is hydraulic it may be an electric motor that works same way as window winder
