Request? Certainly. You can request anything; you could request that the landlord provide you with a new car every year.
However, realistically, if the apartment was within code when it was built, and has been reasonably maintained, then the landlord is not required to add more electrical outlets. Rewiring an apartment is a large expense, and not one that most landlords will be willing to incur.
