You do not get a chance to free-ride a dragon around the game world, in similar fashion to a steed. You do however ride a dragon close to the end of the main quest, as a cutscene taking you to an endgame area.

∙ 12y agoThe only dragon you can ride is the one at the end of the main quest 'The Fallen'. Just to be clear too, this is not like a steed, it's just a way to start a cutscene that will take you to an endgame area.

∙ 11y agoif you buy the dlc dragonborn and play it you will learn the world of power bend will and you must power it to the max than you must look for a dragon do bend will to the dragon the dragon wil land and ask if you are gonna fly with him go to him and push x than you wil ride the dragon
