You do not get a chance to free-ride a dragon around the game world, in similar fashion to a steed. You do however ride a dragon close to the end of the main quest, as a cutscene taking you to an endgame area.
The only dragon you can ride is the one at the end of the main quest 'The Fallen'. Just to be clear too, this is not like a steed, it's just a way to start a cutscene that will take you to an endgame area.

You can play as a dragon Burning Skies - Flyable Dragon Races 3 mod by ElSte17 and UbuntuFreakDragon on the Skyrim Nexus. If you just want to fly, you can ride dragons in the Dragonborn DLC.

* SPOILERS * You get to ride Odahviing once as part of the main quest of the game. You don't get to control him though. You simply get on his back and he takes off, the scene cuts out and you arrive at your location to find Alduin.
Yes, there are stables at most settlements, you can buy/steal horses and ride them.
elder scrolls vi hasn't even come out yet, but iv (oblivion) you can just about do anything, like ride horses, create your own race, pick locks, join four guilds(assassin's, thieves, fighters, and mages), you can steal, explore dungeons, murder people, quest for powerful weapons, use magic, fight in the arena, use speech to your advantage, and much, much more. The elder scrolls VI will probably be Valenwood, the homeland of Bosmers. In the meantime we can explore Skyrim more, and start playing the Elder Scrolls Online as it comes in 2013. That may postpone the release of TES VI. Most probably TES VI will be released before 2018.

There is no redeem-a-code for a dragon ride/pet. You need to purchase the ride from the SC marketplace.
