Yes, it can easily be done. In fact, some who own tandems end up riding them alone in order to pick up another passenger(s), but some may even ride a tandem regularly without a stoker.

Depending on the make and/or model, tandems may weigh more or less than two single bikes together. Tandems also have the same wind resistance, and solo riders are difficult to draft due to being too far forward. Tandems are not necessarily slower on climbs, the longer wheel base can actually help, with the front wheel being partially up a hill while the rear wheel is still on level ground.

Lastly, the additional weight provides more stability than with a single, and where the captain is usually positioned over the body of a tandem, rough terrain is not usually a comfort issue.
