I've always preferred the Ocean Deck they released a few years ago, but You have to add more Torrential Tributes and "A Legendary Ocean" to unlock its true potential. I'm also a big fan of the Zombie Deck with I believe Vampire Lord as it's foil pack in.
Both cards say "This card's name is treated as Umi" and that counts for everything, it counts while it is in deck and in hand, and it counts for deck construction also. Deck construction rules say you can't have more than three cards with the same name, and since both cards are called Umi, you can't have more than three of them in whichever combination you use. The Harpie monsters are a good example and counter example. Many Harpie cards say they count as Harpie Lady, and this counts for deck construction too. But some say they only count as Harpie Lady while on the field or the graveyard. These are counted as using their regular printed name for deck construction.

The general in your Commander (EDH) deck can be any legendary creature you want. You can use Wizards of the Coasts's Gatherer site to find legendary creatures, or find out if an old card is legendary. Any card in a commander deck can be mono-colored or multi-colored, as long as it fits your general's color identity. The color identity of a card is that card's color plus whatever mana symbols are in that cards text box (except for those in parentheses)
