Yes you can. There is a boat park about 3 or 4 miles up called Philipi park. Dock for small craft only, but larger yachts can anchor out. I've been there twice in a 40' boat, and friends in a somewhat larger one. You have to watch antenna height going under the bridge at the mouth of the river.

Its headwaters start in Canada and it flows south and west then empties into the Pacific Ocean just west of Astoria, Oregon. The second major waterway would be the Willamette River with its headwaters south of Eugene, Oregon, it flows north and empties into the Columbia River just north of Portland, Oregon.
