It depends on from where or when you mean. You cannot see the flag from Earth. You can see it in pictures from the mission. You cannot see it with a telescope. It also may not even exist anymore, having probably decayed after 40 years in direct, unfiltered sunlight.

I called the NASA History Office and it turns out that six flags were placed on the moon, one for each lunar mission. I searched for information on each of the 6 Apollo missions that landed on the moon and for each there was a picture of the flag and a small quote. See the related links below.
If you look closely at the flag, you can see a rod going through the top of the flag, which holds the flag up. On Apollo 12, the upper rod would not hold and their flag hangs limp from the pole. The other 5 missions all manged to get the rod to stay in place, which makes the flag appear to fly in the lunar atmosphere. The best photos to see the flag up close are the photos taken during the Apollo 17 mission.
No. If you look at the moon with the naked eye on Earth, you see craters that look very small. However, the craters are very large, and larger than the American flag Neil Armstrong placed. Because the size difference from Earth effects the size of the craters from the naked eye, you would not be able to see the flag. In fact, from the moon looking back to earth, you can see no man-made structures at all. The distance is too far. Also, the flag was knocked flat by the force of the lunar module's take-off from the surface.
