I don't believe so, but you can occasionally see the moon and other planets, called "morning stars". You can see the stars from outer space at any time, it's the atmosphere that gets in the way.
There's no such thing as a coinstar that existed during Super Mario Galaxy. Only stars, power stars. And comets....but you can get bonus stars from comets.
If you mean the official powered-up triple jump then you need all 120 stars. If you mean the Action Replay / GameShark etc. hacks then these are totally independent of how many stars you have.

Atori + Super Powered Man = Atoredman: Know a lot about lasers and stores it in his giga memory. 3 Super Powered Man + Sticky eater with legs = Super powered man with legs: He can now stick his feet on walls.
