In reality, the ripples on the surface of even relatively calm water will make it impossible to maintain that perfectly flat surface condition so you will see the sun as the angle of incidence occasionally exceeds that critical angle as the light strikes the ripples or waves.

For extra credit, you can explain that you can see the sun perfectly fine if you are holding a cup of water over your head.
