Well kind of. If you send a mail to a resident, with a present in, with furniture, they will send you something from their house. This is good if you have Elvis, because he will send you 1 of his 2 thrones. Also, check the recycling after you have sent the mail. Usually there is something in there.
It is impossible to send a letter to any of the shops/buildings in the town and/or city in Animal Crossing City Folk. Letters can only be sent to other town folk.
Post things on the town message board, send mail. You can't spread gossip to the animals, but you can spread it with friends over Nintendo WFC.

You can send mail from the Town Hall on any isle that has one. It is a brown building with "City" on the top. Go inside and click "Compose".

you have to talk to the town's folk. if they ask you have you ever hesrd of red's say no. they then will send you an invitation to be a member of red's. once you buy something from red you will get an invitation from red to send to other people. careful about the paintings he sells, sometime there fake!
