Setting a limit of the number of girls in a Girl Scout troop is generally discouraged.

The main reason for this is being a "sister to all Girl Scouts".

However, if there are acceptable reasons for setting a limit, the troop leader can make a request to not add any more girls to the troop unless there is an opening. When there is an opening, the troop should be willing to accept the next girl on the waiting list.

Some possible reasons for limiting the size of a troop:

the size of the meeting place

the number of vehicles and adults needed to drive those vehicles

number of adults available for supervision and safety

In order to have a troop, GSUSA requires a minimum of five girls. However, as long as there are enough adults, there is no upper limit on how many girls can be in a Girl Scout Troop or Group.
