The USPS does not mail from China, they have their own postal service. kurtdriverUSPS does ship via International Express USPS both from and to China; Priority Mail as well. I just verified this via their website. Delivery times are guaranteed within a timeframe and tracking is standard on Express.

An individual (as opposed to a licensed dealer) is not supposed to use the U.S. postal service to ship handguns. You are supposed to use a secondary carrier like Fedex or UPS. If the police department is in the same state, you can legally ship it to them, but if you ship and handgun to a different state, you are supposed to ship to an FFL (licencsed dealer).
If you have time to spare, then Parcel Post by the USPS will be the cheapest. If speed is more important, then Priority Mail is your best choice. I'd suggest looking at USPS flat rate shipping. Fit everything you can into one box for one flat fee provided it weighs under 70lbs. If it's really like and not very big you might be able to buy a box at Walmart and ship it via USPS for cheaper. That way, you pay per ounce.
