I don't think there is such an option. But don't worry, you only need to do this once for your account. After that, you can play for months or years without doing the tutorial.

I asume u mean turtorial island and the answer is no. In the new version of Runescape, you may skip the tutorial. In the upper left window with the stages, quests, etc. just click the x. Then you can continue the game. I recommend following the tutorial until you reach the profession you plan on doing. If you aren't sure about the skill you want to 99, you can get an idea from the tutorial. I wouldn't do it all though, it is extraordinarily long.

I can understand ultimate tutorial and it's certainly helped me. But there's also Mugen Character Tutorial from Bovery23. He has an English accent so it might be easier to understand. Also he zooms in on what he's doing so you can see what he writes ect.
There are many ways. Basically you have to get some resources that you can sell - for example, mining, doing woodcutting, or fishing.
First, you go to the main menu (in the RuneScape Web site). Then click Create Account. Make and customize your account anyway you like. Then you kill monsters and make money by doing woodcutting or mining or skilling then you will have a High Level Legit Account. I believe that way you will have a High Level Legit Account without "having to do surveys or play games or put in your cell number". Note that transferring accounts between players is NOT legitimate. It is against the rules of RuneScape.
